GTAA: Airfield Maintenance – Resources Update

The CAW Bargaining Committee is continuing to meet regularly with the Company to find resolution on several issues that have been occurring in the workplace. The following bulletin is intended to update the membership on these issues.

A District bulletin was released on Thursday, October 7, 2010 which detailed the application of these procedures for all shift workers, except the Airfield Maintenance (AM) staff. In the following couple of paragraphs the Bargaining Committee would like to explain what has been agreed to for the AM staff..

  

Scheduling and Vacation Leave

The vacation year for employees who work extended schedules (shift workers) will run from Nov 1st to Oct 31st. Employees will be provided a 1 (one) year schedule in early October detailing all shifts to be worked in the following year. A vacation bid will occur in mid-October, after the seasonal return, based on the schedule provided. A current schedule with vacation bids and minimum staffing levels will be available for employees to reference. During the winter months (staff on stand-by) one individual per day per crew can be on vacation leave, this will be awarded on a basis of seniority (part of regular bid). Vacation bidding allotments will not be changed, up to three (3) weeks max on the first bid and two (2) additional weeks in the summer months. See Article 23:06 for details.

Please note that due to the time constraints the 2010 bid will take place in November and be for the period of Dec 1 2010 – Oct 31 2011.

  

Overtime

A consistent transparent approach to overtime will be utilized for all areas going forward. The framework that has been agreed to will ensure clear and fair overtime opportunities. Overtime equalization during the winter months will be performed using the current crew priority call-outs as identified on the schedule. Overtime outside the winter months will be equalized by the consistent process the RMU will be administering. This will include an overtime roster which will reflect the actual hours worked during the winter months and prioritize any opportunities for the employees with the lowest amount of hours. This roster will be posted within the workplace for transparency.

  

Resource Management Unit

To ensure that these procedures are standardized in application the Resource Management Unit (RMU), staffed by CAW workers will administer and process them. The RMU will be responsible for receiving and documenting requests. More communication will be provided on the specifics of this process (i.e. Sick Leave calls will be directed to the RMU).
