GTAA: Operations re-organization

A number of members have inquired and asked the CAW as to what is taking place with the operational re-organization of the Greater Toronto Airports Authority (GTAA).

In particular conversations between the GTAA and the CAW have revolved around two specific groups; TARs (Tenant Airline Representative) and SSOs (Safety Security Officer).  The CAW has been advised that members in the TAR classification may be divided into two areas; terminal / groundside and airside.  Additionally, we have been advised the SSO classification may be divided into two different areas; terminal / groundside and airside.

The GTAA has stated that in order to align its structure to its strategic direction, changes to the structure will:

• Allow for improved customer service
• Create more leadership and accountability at all levels, enabling faster decision making across our company
• Allow the GTAA to become more business-minded

The GTAA has already defined the buckets of work under all of its Vice Presidents in their respective business units, as well as the direct reports to the Vice Presidents.
 
The work that is currently occurring within the organization is; defining Management roles within the organization. The announcement of these positions and the incumbents will be made by October 31st.
 
With respect to the CAW bargaining unit positions, it is expected that this work will be reviewed through November although some of this work is currently happening.  While the GTAA does not suspect there to be significant changes to these positions, there will inevitably be changes in reporting relationships and the business units that positions reside in, and in some cases job duties will change. Where duties have changed, due process will be followed as per the collective agreement.
 
The GTAA has committed they will consult with (and apprise) the CAW of changes to the bargaining unit positions, as that information is confirmed, while the organization works through the changes as a result of its new structure.

Please be assured the CAW is involved with those issues concerning our membership and any impact it has on them while ensuring the collective agreement is fully respected.

The Bargaining Committee is scheduled to meet with the Company for our quarterly Union / Management Committee (UMC) on October 24, 2012.   Issues surrounding the re-organization and its impact on our members will be a continued topic of discussion.  We will continue to keep you informed as the issues unfold.
