Dates set for Bargaining Unit Consolidation proposals
On
December 27, 2007 the CAW, PSAC and the GTAA met briefly with the Canadian
Industrial Relations Board (CIRB) to discuss the following issues with respect
to the consolidation of bargaining units at the GTAA:
-
the
unfair labour practice complaint filed by the CAW against the GTAA,
and;
-
the
structure of GTAA bargaining unit(s) as the consolidation moves
forward.
Unfair Labour Practice complaint against the GTAA
On December 11 the CAW filed an Unfair Labour Practice complaint with the CIRB
against actions by GTAA management. The CAW believes certain actions by GTAA
management have created an unfair playing field with respect to the anticipated
representational campaign between the CAW and PSAC.
To resolve the complaint the CAW and PSAC must have full and equal access to all
members involved in a future representational campaign in the consolidated
bargaining unit(s).
Hearings before the CIRB to resolve this matter are set for February 5 & 6,
2008.
GTAA Bargaining Unit Structure
The CAW and PSAC have not been able to reach a final agreement on the structure
of the future consolidated bargaining unit(s).
In an informal process the CAW has been engaging the combined CAW/PSAC
membership to ensure we understand the concerns of both groups with respect to
the future structure of the consolidated unit(s). There are three important
dates in January 2008 as the consolidation moves forward:

January 10, 2008: the CAW
will present its proposal to the CIRB regarding the structure of the
future GTAA bargaining unit(s);
-
January 21, 2008: PSAC and
the GTAA must respond to the CAW’s proposal by this date;
-
January 28, 2008: the final
date the CAW can file a reply to the PSAC/GTAA comments of January
21, 2008.
Our overriding consideration during discussions at the Labour Board has been to
ensure CAW and PSAC members have a democratic process to determine which Union
will represent them into the future. A representational vote will allow members
to experience a strong ownership of their Union rather than feel a consolidated
Union has been imposed upon them. Having members chose their new Union will
enhance the CAW’s ability to deliver strong bargaining gains for all employee
groups through aggressive principled representation.
