CAW reaches tentative agreement with GTAA

The following are partial highlights of the tentative agreement concluded on July 17, 2009 by the CAW Local 2002 District Bargaining Committee of Jeff Hatt, Fred Romolo, Pauline Leloudas, Antonia Grabowski, Todd Browne, Lars Sorenson, Mark Da Silva, Hafeez Hussain, Ashley Watkins, and Joel Fournier. For official purposes, please consult the full memorandum of settlement.

that you vote “Yes” to this tentative agreement.




Highlights:


Duration: New Three year extension to the existing 0004 agreement, Expiry July 3, 2013

Pay increases: There shall be a 1.5% cumulative increase to the rates of pay in the Job Evaluation plan on the following dates:

1. August 1, 2009

In Addition, retroactivity will be applied as follows:

Retroactivity, if applicable, shall apply to wages only and shall be payable to eligible employees who are employees in the bargaining unit on the date of ratification, and based on all hours paid including overtime.

3% retroactivity to the 005 and 2002 agreements subject to their respective expiry dates in 2008.

Retroactivity shall not apply to any other provisions. There will be full retroactivity as follows:

 

Ex-#0005:

Effective January 1, 2008, all those employees who were members of the #0005 bargaining unit will receive 7/12 of a 3% wage increase to their rate of pay as identified in the Job Evaluation Plan

Effective August 1, 2008, all those employees who were members of the #0005 bargaining unit will retroactively receive a 3% wage increase to their rate of pay as identified in the Job Evaluation Plan

Effective August 1, 2009, all those employees who are members of #0005 bargaining unit will receive a 3% wage increase to their current rate of pay as identified in the Job Evaluation Plan.

Ex-#2002

Effective March 22, 2008, all those employees who were members of #2002 bargaining unit, will receive 18.5/56 weeks, of a 3% wage increase to their rate of pay, as identified in the Job Evaluation Plan.

Effective August 1, 2008, all those employees who were members of #2002 bargaining unit will retroactively receive a 3% wage increase to their rate of pay as identified in the Job Evaluation Plan.

Effective August 1, 2009, all those employees who are members of #2002 bargaining unit will receive a 3% wage increase to their current rate of pay as identified in the Job Evaluation Plan.

  

“The New Inclusions”

Effective January 1, 2009, all those employees who were excluded from the bargaining unit (“the new inclusions”) will receive a 7/12 of a 3% wage increase to their rate of pay as identified in the Job Evaluation Plan.

Effective August 1, 2009, all “the new inclusions” will receive a 3% wage increase to their current rate of pay as identified in the Job Evaluation Plan.

  

#0004

Effective August 1, 2009, all those employees who are members of the #0004 bargaining unit will receive a 3% wage increase to their current rate of pay, as identified in the Job Evaluation Plan.

  

  

All members negatively impacted by the Job Evaluation banding (JEC) will be salaried protected (red circled) until there rate of pay matches the JEC.

Benefits

Within 90 of ratification of the newly consolidated agreement the parties will meet to develop a new benefit plan that incorporates the costs of the two existing plans. Failing an agreement the matter will be referred to arbitration. The current benefits packages will remain status quo until resolved.

  

Sick Leave

In order to facilitate the integration of employees who are currently covered by agreement 002 the following adjustment will be made:

  • Those employees currently covered by agreement 2002, who have not utilized STD since 2006 shall, upon ratification, be credited with an additional 12 days sick leave.

  

Expedited Arbitration

The Union’s proposal with respect to entering into an expedited arbitration process is resolved based on the three year trial project.

  

New Skilled Trades and Apprenticeship Language

  

Vacation

Current superior vacation entitlements of 2002 employees at the time of ratification will be “Red Circled” until overtaken.

  

Job Evaluation (banding) review


At least six months prior to the expiration of the collective agreement the parties will evaluate the harmonized positions through a job evaluation process in accordance with the following:
 
  • The process will be facilitated by a mutually upon agreed consultant
  • Job levels, bands and number of bands will be considered
  • Any applicable memorandums will also be evaluated
  • Recommendations will be prepared for the next round of collective bargaining
  • Costs of the process will be paid by the employer


 

New Mandatory pension options

 

  • Six percent of an employee’s base salary will be matched by the GTAA at 50% for those employees who have more than one year of service and less than five years of service.
      
  • Six percent of an employee’s base salary will be matched by the GTAA at 75% for those employees who have more than five year of service and less than ten years of service.
      
  • Six percent of an employee’s base salary will be matched by the GTAA at 100% for those employees who have more than ten year of service.

  

Harassment

The Union’s proposal on harassment is resolved on the basis that during the Integration Period, the Employer will provide the Harassment Training Program for managers to a mutually agreed number of Union representatives.

  

New Inclusions

For the purpose of these recommendations, New Inclusions will be regarded as being covered by agreement # 0004, effective June, 2008.

  

Working Manager – K-9 Unit

The parties will meet to discuss and resolve this issue during the first 60 days following ratification. If the parties are unable to reach a settlement, it will be resolve in accordance with the dispute resolution procedures applicable to the Integration Period.

  

Dispute Resolution

The parties hereto agree that any disputes related to these recommendations for settlement or their incorporation into the revised Collective Agreement as well as any disputes regarding the Integration Period will be referred to Tom Hodges, Mediator and Arbitrator for final and binding resolution.

At a time of dire economic crisis, traffic decline, and bankruptcy of airline customers your bargaining committee is again proud to recommend acceptance of this collective agreement.
