GTAA: Progress in Consolidated Bargaining Unit Discussions

GTAA: Progress in Consolidated Bargaining Unit Discussions

June 27, 2008 at 12:00 AM

After numerous days of discussion, the CAW, GTAA and their respective legal departments have come to a complete agreement with respect to the positions excluded from the new consolidated bargaining unit.

The GTAA initiated the Section 18 process when it applied to the CIRB to consolidate the existing three bargaining units. The interim certificate issued by the CIRB directed the parties to determine the description of the consolidated bargaining unit.

The new consolidated bargaining unit will consist of all of existing unionized positions as well as 37 currently excluded positions. In addition, there will be 20 new unionized positions created in various departments. Excluded contractors currently working at the GTAA will be offered these positions first.

The parties agree that if present employees retire from this department, an equal number of workers who currently support this group will be offered these positions. It is agreed that all other contractors who are supplied by employment agencies will have their contracts terminated as of December 31, 2008.

The parties also agree that those employees who are currently employed as Supervisor Terminal Operations (STO) at Terminal Three (3) will be able to maintain that position for a period of 12 months if they wish and thereafter if there is any personnel reallocation that effects them they will be offered a position of Terminal Specialist (TS) or equivalent and will not suffer a reduction in wages.

We will continue working to clearly define a new consolidated bargaining unit. Then, we will begin preparations to negotiate a new consolidated agreement. In the meantime, as per the Canada Labor Code, the existing three agreements remain in place.

We would like to take this opportunity to thank the entire former PSAC and current CAW Membership for the research that they provided during this complex exercise.
