Jazz Technical Services: Culpable Absenteeism Policy (CAP)

Investigations halted until CAW meets with Jazz Management

Recently the Company’s Culpable Absenteeism Policy (CAP) has caused the Union concern and we have engaged Management on the issue. Unlike the Attendance Management Program (AMP) we know little about CAP and Jazz management did not correspond with your Bargaining Committee prior to its introduction. With respect to the introduction of CAP the Committee feels the Company is not exercising its right to manage in a fair and reasonable manner that is consistent with the Collective Agreement.

The Company claims CAP has been put in place to ‘enhance’ the AMP. At this point the Bargaining Committee’s consensus is that AMP has failed to adequately curtail the amount of sick leave being utilized. Because of that CAP was introduced.

One of the issues concerning the Bargaining Committee is a particular Base and its members have become a ‘target’ of CAP. At this base the Company requested a large number of members attend investigative hearings as a result of alleged evidence derived from CAP. The Union has disagreed with the Company’s claim. We also requested they cease investigating members until the Union has a chance to discuss CAP with Management and fully understand its implications. The Company has agreed to halt the hearings and will set a date this week to discuss CAP with your CAW Bargaining Committee.

Any member who has received a formal request to attend an investigative hearing should expect another communication following the Union and Company’s discussions next week.
