Jazz Technical Services: Potential of Contracting Out – Lets Get it Done Ourselves

The Company has notified us that they are looking at contracting out work on aircraft 801. This aircraft has been parked in Halifax for some time and has had many parts removed from it. Mesa [Airline] is taking possession of the aircraft from Air Canada Capital and we have the obligation of putting it back to operational condition on or before July 31, 2006. Mesa is taking a total of six Dash 8 aircraft. Recently in Halifax we put aircraft 852 back together so that it could be put back in service. However, this extra workload impacted the Heavy Operation and the company informed us that they were no longer willing to continue operating under these circumstances.

At this point, the Union has requested the break-down of information on the work to be contracted out. (i.e. work to be accomplished, overall project hours, breakdown of hours by classification on a daily basis, length of the project, along with information as to why the company believes they cannot accomplish this work in house with the option of overtime. This information has not been received to date.

We have suggested that the Company communicate to employees any such problems so that our own personnel can accomplish this work in house. The CAW has corresponded with the company explaining that if the work cannot be accomplished within base, then they need to offer special assignments at other bases.

Lets show the Company that we want to do this work; that we do not want our work contracted out. I encourage people in Halifax to look at accepting overtime to work on this aircraft. I encourage other bases to let their managers and union representatives know that they are willing to work a special assignment in Halifax over the next little while. Let’s make sure the Company is aware we can accomplish this work with overtime!
