1) Open Meeting

– 09:00 Sept 21, 2010
– Welcome to District Officers
– Round table introductions
– Review agenda

2) Business and Reports

  1. Prescription Committee – The Company has put together a Prescription Committee that Jonathan Cristo (Local 2002 Benefits Representative) and I attended earlier this year. Now that all of the unionized units have settled, the next meeting is set for September 28, 2010. I will report back afterwards, but I expect the focus to be around introducing drug cards to Jazz.

  2. PEL – Review the Fall 2010 Paid Education Leave schedule. I have attended a CAW National meeting on setting some one and three day courses. These should run throughout the system from October 2010 to June 2011.

  3. Officer List – The latest Officer List was handed out and looked over for corrections and changes.

  4. Darryl Bink (Local 2002 Communications Coordinator) – Darryl gave a presentation on some of the improvements to the Local’s Website and the Jazz Tech page.
    • At one time we were putting bulletins and minutes and reports under different headings and links. We have since moved to a system where everything we post gets put on the Jazz Tech page in chronological order.
    • Darryl works with all the Units in the Local and he commended the Officers at Jazz Technical Services for their diligence in obtaining, maintaining, and using their email list to get bulletins and information directly in the hands of the membership.

  5. Ben Bachl Report – Health and Safety Coordinator – Ben arranged for a conference call September 14 and we went through a draft copy of the minutes. Final version will be ready soon.

  6. Bylaws Resolutions – The CAW National has what is called the “Constitution” that governs the CAW National and all its Locals. Each Local is further governed by a set of bylaws pertaining to that Local. Think of it as an operations manual. Every three years we can propose changes (i.e. resolutions) to the Local 2002 bylaws that are debated and voted on by the elected officers at a special Tri-annual meeting called Convention. The bylaws can be found on the Local 2002 website. Anyone who would like more information or has some resolution ideas can contact their District Chair.
    • Because of their involvement, the CAW officers have an understanding of how our Local is structured and what the bylaws are. For the average member, that is not usually the case. I am developing a presentation whose goal is to demystify the Local from the shop floor to the CAW National. A draft version was presented to the reps, who liked the concept.

  7. President Report – All the officers received a copy of the President’s report to the Executive Board. Our Local president, Leslie Dias, attended our Regional and touched on some of the highlights of the report.

3) Base Reports

Each base presented their report. Below is a synopsis of the discussions.

  • Shift schedules and shift bids [of course] dominated the reports. Most locations are completed or almost complete with the exception of Montreal who have yet to start at this time. Halifax reported that they had more slots on the shift bid than people! We will see if that leads to a re-bid.

  • There was some discussion over the pending Vacation Arbitration and that Vacation Bid will commence once we get a ruling. We still have members in the system that have outstanding unbid vacation and no available slots.

  • Vancouver discussed all of the renovations that have been ongoing, including the fact that the contractor decided to remove ALL the toilets at the same time. This caused a lot of concern!

  • Montreal has ongoing re-construction of the hangar door tracks. They are ripping up the old ones and laying in new ones. This of course means that they have not been able to close the hangar doors all summer and now the weather is getting colder!

  • Toronto grievances are down considerably. They mostly get OT bypass grievances that are settled before going to grievance.

  • The Company continues to move shop work out of Halifax and centralizing it in Calgary. This has not triggered any lay offs.

  • And of course the ever present attendance management program (AMP) and the Culpable Absenteeism Policy (CAP) continue to "coach" throughout the system.

4) Pre-UMHQ

New Union Management Head-Quarters agenda items were discussed and debated. The resulting UMHQ minutes will be posted at the work sites when they become available.

Meeting Adjourned.

Next Regional Date: to be announced.
