PASS District 266 Update – Standing Strong While We Wait for a response from the CIRB

January 30, 2026 at 11:00 AM

This is an update to remind members where things currently stand and what the next critical steps are in our fight for a fair collective agreement.

As previously communicated, it was the company that chose to walk away from the bargaining table, not the Union.

After focused discussions on monetary proposals, the employer declared an impasse and abruptly ended negotiations. Your bargaining committee remains united, determined, and fully prepared to return to meaningful negotiations when the company is ready to do so in good faith.

The most important development right now is the Maintenance of Activities application before the Canadian Industrial Relations Board (CIRB). This process is still actively underway, and we are currently waiting for a date to be scheduled for this matter to be argued in front of the Labour Board.

The Maintenance of Activities hearing is critical. The company is attempting to argue that PASS employees should have no right to strike because of the nature of our work. Unifor strongly rejects this position. What is being decided here does not only affect District 266, it could set a precedent for all airport screening officers across the country.

This is about protecting your collective bargaining rights and your ability to apply pressure when employers refuse to bargain fairly. It is about ensuring our voices are not silenced.

For more context on the bargaining process and the Maintenance of Activities issue, members are encouraged to watch this short video:

Wages remain a top priority for your Unifor Bargaining Committee, and your strength at the table is directly tied to your unity. The employer needs to know that District 266 is informed, engaged, and standing together.

Please also note that a District Chairperson bye-election is taking place. More information can be found via this link. Please take the time to vote and make your voice heard. The successful candidate for District Chairperson will be at the bargaining table as the Chair of this committee and will play a key role in representing your interests throughout this process.
