On March 31, 2025, the Federal Mediation and Conciliation Service (FMCS) responded to our application for conciliation due to the company's failure to provide sufficient bargaining dates.

Since this application, the FMCS has ordered both the Union and the Company to meet as scheduled in mid-May to begin bargaining. They also confirmed that mediation remains an option after initial bargaining sessions take place.

We want to be clear with the members of District 266: the Union issued the notice to bargain on January 13, 2025. Our National Service Representative – Joanne Goulet – provided multiple weeks of availability for negotiations. However, the company initially responded with only two dates in May. Despite repeated attempts to secure additional dates, we were only given three additional days in July. Further requests went unanswered until we filed a Notice of Dispute with the FMCS, requesting the appointment of a Conciliator to bring PASS to the bargaining table.

While your Unifor Bargaining Committee is disappointed in the FMCS decision, we respect their authority and remain committed to securing the best possible agreement for our members. We had already provided our availability in January, but we have since reconfirmed our availability from today onward and added more dates through to the end of July. If the Company fails to provide additional meeting dates, we will proceed with the conciliation process.

Your bargaining committee has done everything possible to bring PASS to the table in a timely manner and in the best interests of our members. We will continue pushing for additional bargaining dates and meet face-to-face to negotiate on your behalf. Should PASS continue to delay, we will not hesitate to return to the FMCS to report their lack of engagement.

We sincerely appreciate your ongoing support and words of encouragement as we fight to bring the employer to the table and bargain in good faith.
