PASS District 266: Update on Joint Labour-Management meeting

On September 26, 2025, the Union met with the company for a Joint Labour-Management meeting (JLM). In attendance for Unifor were District Chair Kelly Wilson, Vice Chairpersons Hector Desmarais, Loren Mayo, Sumit Kapoor, and Kaitlin Mazzei, as well as Harold Bateman, Assistant to the President of Local 2002. Also in attendance was Gavin McGarrigle, Unifor National Western Regional Director, representing National President Lana Payne.

The meeting addressed several issues, with the top concerns being delayed or missed breaks, and access to drinking water and washroom access. We are pleased to report that some progress was made, and we are optimistic about improvements during the upcoming peak travel periods and operational "stress tests."

It was clear during discussions that the company has felt the strong and united voice of Unifor members. The open letter, media attention, and calls to MPs have helped reinforce our solidarity and demonstrated that these issues cannot be ignored any longer. By standing together, members have shown the power of collective action, and the company now recognizes the urgency for real and lasting change. These concerns have also received the highest level of attention, with Unifor National President Lana Payne directly engaged, and CATSA advising PASS to take the Union’s concerns very seriously.

"We had a productive meeting and continue to drive home the point that access to bathrooms and breaks are human rights, not something to be bargained over," said Gavin McGarrigle, National Unifor Western Regional Director. "This group will keep working hard for positive change for their members, and the bargaining pressure will continue to ramp up in the months ahead. Solidarity!"

"I know the hard-working leadership of District 266 will continue to monitor these issues and hold the company accountable," said Tammy Moore, President of Unifor Local 2002. "I am pleased that our collective pressure has forced the company to recognize that these unacceptable working conditions must end immediately."

We have secured an agreement from the company that these changes will be in place for the upcoming high-travel periods. The company has also agreed to share break-data with the Union.
Our discussions also included adding staff during peak passenger loads, stress tests, and long weekends. While the Union acknowledges that it may not always be possible to completely eliminate delayed breaks, we emphasized that significant and immediate improvements are required.

Finally, the company has committed to holding town hall meetings in November, following the implementation of the new shift bid. Exact dates will be communicated once they are confirmed.

  


  

As this bulletin is published on September 30, we also recognize the National Day for Truth and Reconciliation. This day honours the survivors of residential schools and remembers those children who never returned home. Also known as Orange Shirt Day, it serves as a reminder of the atrocities committed and the ongoing responsibility, we all share in reconciliation. Unifor encourages all members to reflect, participate in community events where possible, and continue to amplify the message that Every Child Matters.
